Technical Decisions from Congress

CONGRESS DECISIONS
Below is a summary of the technical changes from ISU Congress 2010. This document does not cover all decisions made at Congress – it is intended as a technical document only to allow our skaters to implement the changes necessary to programs.
The following changes will be implemented with immediate effect and WILL be applicable to ALL EVENTS HELD AFTER 1st JULY 2010 with the exception of the Couples Dance at the IJS Sheffield Event on 8th July. (See below for requirements for this event)

Single and Pair Skating and Ice Dance
SINGLES
SHORT PROGRAMME
JUNIOR AND SENIOR ONLY – NO CHANGES TO NOVICE REQUIREMENTS
1. Reduction from 8 to 7 elements in the SP for both ladies and men, Senior and Junior as follows:
Men – 2nd step sequence removed from SP
Ladies – Spiral Sequence removed from SP
This is to allow more time for transitions within the programme, and to allow for the time taken to achieve the necessary difficult variations in the spins, edges in footwork etc. However, although the spiral sequence is no longer an element in the ladies SP, the execution of spirals will be marked in Transitions.

2. 3A will be allowed in the Senior Ladies SP, so the element can be 2A or 3A.

3. 2 x quad jumps will be allowed in Senior Men SP, one solo and one in combination. Must be different.

4. Flying Spin and one foot spin in Senior Men’s SP must show a different landing position. For example, if skating a flying camel spin then the one foot spin cannot also be a camel and must be a sit or upright. (ie FCSp and CSSp or FSSp and CCSp)

FREE PROGRAMME

JUNIOR AND SENIOR ONLY – NO CHANGES TO NOVICE REQUIREMENTS
1. 2A may not be skated more than twice in total in the programme. (Previously 3 allowed)

2. Senior Men – may skate a 2nd (in order of execution) Step sequence which will receive a fixed base scale of value. It will also be awarded a GOE by the Judges, but no level of difficulty. This may be any pattern but must cover the full ice surface

3. Senior Ladies - may skate a Spiral Sequence (extra to the step sequence) which will receive a fixed base scale of value as long as it meets the minimum criteria of 2 spirals for 3 seconds each or 1 spiral for 6 seconds. It will also be awarded a GOE by the Judges, but no level of difficulty.

ALL STANDARDS

4. Combination Jumps. If jump elements are connected with a non listed jump the jump element will be called as a sequence. However, if a half loop is performed, this will be called as a single loop and will receive the scale of value for a single loop. This jump element will be called as a 3 jump combination. For example, a double loop (2Lo) half loop double flip (2F) that was previously called as a double loop, double flip sequence (2Lo+2F + seq) will now be called as a double loop, single loop, double flip combination (2Lo+1Lo+2F).

5. In a spin in one position, and a flying spin with no change of position and no change of foot, the concluding upright position at the end of the spin (final wind up) is not considered to be another position regardless of the number of revolutions executed, as long as no additional feature (such as change of edge of difficult variation) is performed during the wind up.

PAIRS

SHORT PROGRAMME

JUNIOR AND SENIOR ONLY – NO CHANGES TO NOVICE REQUIREMENTS
1. A step sequence will be performed in the SP every year – there will no longer be rotation between step and spiral sequence in either Junior or Senior. This is to allow more time for transitions and spins, as with the singles. However, although a spiral sequence is no longer an element in the SP, the execution of spirals will be rewarded in Transitions.

2. The Solo Spin combination and Pair Spin combination will alternate each season, starting with the Solo Spin combination in 2010/2011.

FREE PROGRAMME
JUNIOR AND SENIOR ONLY – NO CHANGES TO NOVICE REQUIREMENTS
1. The jump combination may consist of either two or three jumps.
2. The FP will include a maximum of 1 Spiral Sequence every year. This Spiral Sequence will receive a fixed base scale of value as long as it meets the minimum criteria of 2 spirals for 3 seconds each or 1 spiral for 6 seconds. It will also be awarded a GOE by the Judges, but no level of difficulty.

3. The Death Spiral performed in the FP must now be different to that performed in the SP

DANCE
Please see ISU Communication 1621 for further details regarding Congress changes.
1. A short dance will be implemented into all events for Junior and Senior competitions, replacing the compulsory dance and original dance. Further details regarding this will be published separately.

2. Deductions for Music and Costume violations
Following much debate, the following deductions were agreed and accepted by Congress:

Rule 353, subparagraph 1m) ii) and Rule 906, paragraph 8c) and 912, paragraph 9e)
• Costume and prop violation – 1.0 per violation

Rule 353, subparagraph1n) 11 ii)
• Violation of music restrictions (Free Dance) – 2.0
• Costume and prop violation – 1.0
• Part of costume/decoration fall on the ice – 1.0

3. Component values for Short Dance
A new list of component factors for the Short Dance was agreed as follows:

Skating Skills 0.80
Transitions/Linking footwork/Movements 0.70
Performance/Execution 0.70
Composition/Choreography 0.80
Interpretation/Timing 1.00

4. Introduction of a Partial Step Sequence as a type of step sequence
This will be a series of steps and/or turns that can be performed anywhere on the ice surface. The steps and/or turns may be specified to be performed in a prescribed order or may be performed in any order as specified for the particular dances by the Ice Dance Technical Committee.

5. Music for the Free Dance. Rule 610 paragraph 1c)
The music for the Free dance must be suitable for Ice dance as a sport discipline and must have the following characteristics:
I. The music must have an audible rhythmic beat and melody, or audible beat alone, but not melody alone, and may be vocal. The music may be without an audible rhythmic beat for up to 10 seconds at the beginning or end of the program and up to 10 seconds during the program.
II. The music must have at least one change of tempo and/or expression. This change may be gradual or immediate, but in either case it must be obvious.
III. All music including classical music must be cut/edited, orchestrated or arranged in a way that it creates an interesting, colourful, entertaining dance program with different dance moods or a building effect.
IV. The music must be suitable for the couple’s skating skills and technical ability.
Free Dances that do not adhere to these guidelines will be severely penalised.

Synchronized Skating
1. Men will continue to be part of all teams.

2. Adjustments to the required elements for the Short Program and Free Skating were approved. The number of elements in the SP (Junior and Senior) was reduced from 7 to 6, with the removal of the line in season’s 2010/2011 and 2012/2013 and removal of the block step sequence in season 2011/2012. There were also a number of clarifications to the required elements

3. Deductions, Reductions in Short Program and Free Skating. Several changes to the deductions were passed including an increase in the severity of deductions for costume and make-up transgressions (among other deduction changes).
Deductions made by the Referee (Costume and Make up) from the total score for each violation will be as follows (see also Rule 806, paragraph 1a):
Costume and make up violation – 3.0 per violation
Using feathers as part of the costume (including headpieces) – 1.0
Music Violation – 1.0
First glide/skating begins after 10 (ten) seconds of music starting – 1.0
Program Time Violation – 1.0 for every five (5) seconds lacking or in excess
Holds (not according to requirements) according to Rule 905 paragraph 1d) – 1.0 up to -2.0
Excessive division into small groups and sub-grouping more than ½ of program – 2.0
Deductions for an interruption if a program (caused by stumble or fall)
Deduction -1.0 for every 11 to 20 seconds interruption and
Deduction -2.0 for every 21 to 30 seconds interruption

COUPLES DANCE REQUIREMENTS FOR SHEFFIELD – JULY 8th

As previously announced, this event will run using criteria, levels of difficulty and GOE paperwork from the 2009/10 season, as new software is not yet available. Junior will therefore skate 3 segments and Novice 2 segments, and the CD will be American Waltz and Kilian. Any couple who participates in all 3 segments of the event will be ranked on the 2009/10 ranking lists.
